On December 23, within the framework of the NA Standing Committee on Defense, National Security and Internal Affairs the last sitting of the working group created in the cyber security sphere was held, where the results of the work done by the Group during two years was summed up.

Welcoming the participants of the sitting, the Committee Chair Koryun Nahapetyan has noted that the elaboration and adoption of the cyber security strategy is prior for the state. He has added that on the basis of the working group’s recommendations the draft document Strategic Approaches in the Cyber Security Sphere has been worked out, where the conceptual approaches on the main notions of the cyber security sphere, the format of the state’s responsibility, the classification of the problems and the authorities, important sub-structures, the assessment of the risks directed to those sub-structures and the norms of security of sub-structures, the use of the information security criteria in the state bodies, the creation of the response teams of computer accidents, as well as on necessary actions in the cyber-security sphere. Taking into consideration the feature of the cyber security sphere and its importance in state and private sectors, Koryun Nahapetyan has underlined that it is necessary to distinctly imagine the format of the state’s responsibility, the problems and the authorities. He has opined that it is necessary to create sub-division of analyses of cyber security situation in the structure of the RA Government or any institution to make complex studies of the cyber security situation in our country, which should implement coordinated works in the elaboration of the cyber security strategy. It was noted that we should do works aimed at the formation of legislation.

The NA deputies in their speeches highlighted the huge volume work done by the working group. In facing the cyber security challenges the taking of steps consonant to the needs of the state, the study of the international experience and the joint programmes. They touched upon the problems of legal defense of individual data.

The RA minister of Transport, Communication and Information Technologies Vahan Martirosyan presented the policy of the government concerning the sphere. It has been noted that in future the strategy of the sphere will be worked out and approved, and creation of cyber security centre is designed by the government programme. Mr Martirosyan highly assessed the work done by the working group and the draft document revised on the basis of the recommendations.

Koryun Nahapetyan has informed that the final version of the draft document will be sent to the Prime Minister and the relevant sub-divisions of the government. He has noted that the activities of the working group will be continuous.
